Convoy for implementing the requirements of ISO 50005 for public sector bodies

Arqum Convoy: ISO 50005 – A joint entry into simplified energy management for companies and public institutions

For organizations that want or need to delve deeper into the topic of "energy" but don't want to implement a complete energy management system according to ISO 50001, ISO 50005 offers the ideal solution. Without the pressure of certification, it helps you identify potential savings, increase energy efficiency, and reduce your energy costs.

Public institutions with a total energy consumption of ≥ 1 GWh per year are already obligated under Section 6 of the current Energy Efficiency Act (EnEfG) to achieve annual energy savings of 2% by 2045 and must also implement a simplified energy management system (EnMS) according to ISO 50005 Level 2 if their energy consumption is between 1 and 3 GWh. The amendment to the EnEfG, for which a draft bill is currently pending, slightly adjusts the energy saving obligation (1,9% energy savings) but extends it to all public institutions, regardless of their total energy consumption. Therefore, the simplified energy management system according to ISO 50005 Level 2 is now mandatory.

  • According to the current and likely revised regulations, this is mandatory for public bodies with an energy consumption of 1-3 GWh, as well as
  • For all public institutions with < 3 GWh energy consumption, this is an ideal system to control the 2% or 1,9% savings target and to monitor target achievement.

Our consulting services: Convoy process for the implementation of ISO 50005 Level 2 for companies and public institutions

Our convoy method is ideally suited for jointly (i.e., in a group with other companies and public institutions) implementing a simplified energy management system according to ISO 50005 Level 2 and taking advantage of the following benefits:

  • Development of measurable energy targets and Economic energy efficiency measures based on a potential analysis
  • exchange in joint group workshops and individual support from experienced experts
  • External representation through declaration of conformity to ISO 50005
  • Compliance with the EnEfG requirements for public institutions:
  • Introduction of a simplified energy management system for public bodies with an energy consumption of 1-3 GWh/year
  • Implementation of a system for the Monitoring and the implementation of the 2% savings target
  • Application of the technology co-developed by Arqum ISO 50005 Tools and Templates
  • creation of the Basics for a later expansion to a full energy management system according to ISO 50001 or an environmental management system according to EMAS

The convoy process will start in the summer of 2026. All companies and public institutions can participate; there are no prerequisites such as prior experience in the energy sector.

How does the convoy procedure work?

In joint workshops with a fixed group, we focus on the content of ISO 50005 Level 2, reflect on practical examples, and exchange experiences. Each participating organization also receives individual support through one-on-one meetings to discuss the implementation of the requirements within their own organization. These meetings can be tailored to the specific organization in terms of content and timing to effectively utilize existing preparatory work and systems (e.g., EcoProfit or other environmental management activities). At the end of the program, participants can take an exam to receive official confirmation that they meet the standard's requirements. The program lasts 6-8 months. Meetings are held online.

The (optional) audit with declaration of conformity is conducted as a checklist-based online document review by our experienced energy auditors , ISO 50001 auditors, or environmental verifiers. Consulting and auditing are carried out by separate Arqum teams.

Organizations that subsequently wish to move on to a full system according to ISO 50001 or EMAS can do so without loss of efficiency – again either in a convoy or with individual support.

What does it cost to participate in the ISO 50005 convoy?

  • The cost for participating in the workshops is €3.200.
  • The cost for three individual appointments is €3.600.
  • The optional declaration of conformity costs €1.800.

Special conditions can be considered for organizations that have already implemented an environmental management system.
